Seems kind of a gerrymander. That would include extremely liberal areas that would control the new state or fight to stay part of the existing one as well as small central coast towns that aren’t politically active. It doesn’t matter what counties get traded for water rights disputes because they are already going on. Governor Moonbeam will send in the troops. That wouldn’t go over well with most people since we would not be seceding from the union. Few other than extreme liberals that want California in one piece for their own agenda would support it, national opinion would be mostly against military intervention and the media likely mostly for it national guard units that have been deployed overseas would most likely hate it, and it would meet resistance down here.

See also the follow-up story covering the Cal Poly forum on Oct. The Central Coast was thrust into the national spotlight in May as news broke of an oil pipeline rupture that allowed tens of thousands of gallons of crude oil to spill into the Pacific Ocean. The ensuing damage devastated wildlife and our sensitive coastline, cost our local economy millions of dollars and put the health of Central Coast residents at risk. Sadly, this is just the most recent reminder of the hazards of drilling for and transporting fossil fuels.

And yet, just as the final traces of tar are cleaned from the rocks at Refugio Beach, another serious oil hazard looms on the Central Coast. Construction of the new spur would allow the refinery to receive up to five deliveries of crude oil per week, with 2 million gallons aboard each mile-long freight train. This rail spur proposal comes amidst booming North American oil production and a dramatic expansion across the country in the use of railroads to transport crude oil.

Not surprisingly, the increased use of rail to transport oil over the last five years has correlated with a sharp increase in the number of derailments by oil-hauling trains. The increase in oil rail derailments is even more troubling considering the large investments made in recent years to improve rail safety. Approving the Phillips 66 rail spur project would put communities throughout California at risk for a similar tragedy.

If approved, communities within 1 mile of the rails would be within the potential blast radius of these crude oil freight trains as they make their way to their final destination in San Luis Obispo County.

The round robin moved quickly but gave just enough time for the candidates to make their impressions and the roughly 50 residents in attendance to get a flavor of their potential representatives. Seven hopeful city leaders with one incumbent, Vice Mayor Carlyn Christianson are vying for two spots on the City Council.

City growth, downtown development, and neighborhood engagement emerged as key themes in the forum, which was hosted by the SLO Chamber of Commerce. Sticking points included the city’s head-on approach to building housing, downtown development and building heights, the hotly-debated Anholm neighborhood bike path, pension liabilities, and preparing for the post-Diablo Canyon economy.

Candidates Flickinger, James Lopes, and Bob Voglin voiced the most cautious stances on growth and development. Lopes is a member of Save Our Downtown, a group that “protects and promotes the historical character, design, livability and economic success” of downtown SLO. He’s a critic of the city’s foot downtown building height code, and has spoken against several recent projects that have come through City Hall.
